Preventing Expedited SNAP Benefit on Reapplication After Failure to Provide Postponed Verifications

If a customer meets expedited SNAP criteria but does not provide the required verifications, the VaCMS will approve for the expedited month(s) but will pend the SNAP eligibility for the ongoing month. The customer’s verifications have been postponed until after the expedited period. This is called Postponed Verifications (PPVs).

If the customer provides the verifications by the due date, you can enter them and the customer will be approved ongoing. However, if the customer does not provide verifications by the due date, the VaCMS will suspend that benefit for the ongoing month.

After the case has been suspended, you should close the case on the 30th day from the application date, which will close the benefits retroactively back to the month of the last benefit.

If the customer then re-applies for SNAP in the future, without having provided the verifications, they should not be approved for expedited SNAP. Currently, the VaCMS can approve for expedited SNAP on the re-application.

Interim Business Process for Reporting Changes that Increase SNAP

Follow the process below to search for cases that have been closed as a result of failure to provide postponed verifications, in order to ensure they are not approved for expedited SNAP on re-applications.

Please note, this is the process for cases that have been closed. If the case is still in suspension, the customer may have more time to provide verifications. If it should have been closed, you will need to close the case and then proceed.

  1. From the Left Navigation, click Benefit Issuance, then click Benefit Details.

  2. Enter the Case #, EDG # or Client # (and any additional search criteria).

  3. Click Search.

  4. Click the edit (pencil) icon next to the latest issuance.

  1. The SNAP / TANF Details page displays.

  2. If the Expedited field on the right says YES, this is a clue that the PPV may not have been provided by the customer.

  1. You can then review the Notice Reasons tab in the Eligibility results to determine the reason for the closure.

  2. If the customer or case was closed due to failure to provide the postponed verifications after the expedited period, they should not be considered eligible for expedited SNAP again. The customer must provide the verifications before being approved
