MA Citizenship and ID Verifications

With Medical Assistance (MA) applications and cases, workers must request verification documents if the Federal Hub cannot verify an individual’s citizenship. This QRG helps to identify valid verification sources and shows workers where they can enter these verifications in the VaCMS.

Certain EDGs may receive a Pending eligibility result and a Verification Checklist (VCL) may be generated if citizenship is not verified for all applicants in a case when eligibility is run. The VCL can be viewed by clicking the glasses icon on the Wrap-up – Eligibility Summary screen, or by clicking Miscellaneous in the Left Navigation, then clicking Verification Checklist.

Although ID Verification is not a required field in the VaCMS, ID verification is required by the VaCMS if certain citizenship verification values are chosen. In such cases workers should select an appropriate ID verification from the ID Verification field.

Follow the steps below to enter Citizenship or ID verifications when they are submitted by the client.

Please note: entering valid verifications does not guarantee an Approved result.

 

How to Enter Citizen Verification Information

Citizen Verification information can be entered by following the process below:

  1. From the Left Navigation menu, click Data Collection, then click Individual Information.

  2. Click Client Demographics.

  3. Select an option from the Citizen Verification dropdown menu.

 

 

Citizen Verification Values That Do Not Generate a Citizen VCL

The following list contains Citizen Verification values that, if selected, ensure that the individual will not receive a Pending result for Citizenship when eligibility is run. No additional verifications are required.

For example, choosing “Certificate of US Citizenship” from the Citizen Verification dropdown menu will never trigger a Verification Checklist (VCL) for Citizenship.

ID Verification Values That Do Not Generate an ID VCL

Some Citizen Verification values require verifications to ensure the individual does not receive a Pending result for identity when eligibility is run. If you choose one of the verifications below, be sure to also enter a value in the ID Verification field. See the “Entering Identity Verification” section of this document to learn more.

For example, choosing “U.S. Birth Certificate” from the Citizen Verification dropdown menu will result in a Pending result at Eligibility unless a value is also entered in the ID Verification field.

 

ID Verification Values That Do Not Generate an ID VCL

If no other documentation exists and individual may submit an affidavit.

Federal or state census records showing US citizenship or a US place of birth.

Report / certificate of birth abroad of US citizen (DS-1350& FS-240& or FS-545)

Homeland Security's Systematic Alien Verification for Entitlements database

U.S. Birth Certificate

US citizen ID card (I-197 or I-179)

Office of Vital Records

Life, health or other insurance record that indicates US birth

Civil service employment by the US government prior to 1976

Medical records indicating US place of birth

Certification of US birth   

Official military records showing US birth

Evidence of compliance with Child Citizen Act of 2000

Northern Mariana card I-873 (born before 11/4/86)

Final adoption decree showing US birth

Official religious record recorded in the US indicating a US birth

How to Enter Identity ID Verification Information

Identity verification information can be entered by following the process below:

  1. From the Left Navigation menu, click Data Collection, then click Individual Information.

  2. Click Client Demographics.

  3. Select an option from the ID Verification dropdown menu.

The following list contains valid values that, when combined with valid Citizen Verification selections, ensure that the individual will not receive a Pending result for Identity when eligibility is run.

 

ID Verification Values That Do Not Require Secondary Verification

Valid US driver's license

Certificate of tribal affiliation

School photo ID

Military dependents ID Card

U.S. passport

US Coast Guard Merchant Mariner Card

Conversion

Clinic, Doctor, Hospital or School Records

Federal, State, or Local Government-issued ID

Two documents corroborating identity

US military ID card or draft record

Affidavit of Identity

Naturalization papers N-550 or N-570

Finding of Identity from Federal & State Agency
